[Find new Friends] Things got weird after the update

After deleting long-term inactive users, I'm trying to find new friends, but it says I can't add any more friends, and I can't send friend requests or accept friend requests.

There are still two spots left and I can receive friend requests but they are not accepted.

Is it just me?
