Lee Do (Kim Nam-gil) is a former sniper turned police officer who meets a mysterious man named Moon Baek (Kim Young-kwang) while chasing the mastermind behind a series of shooting incidents. Moon Baek suffered from human trafficking and organ trafficking in his childhood and becomes a key figure in a weapons organization called IRU, trying to create chaos in Korea. He distributes guns to the socially disadvantaged and promotes the distorted belief that “it is up to each individual to pull the trigger.” Lee Do confronts his past traumas and engages in a fierce confrontation with Moon Baek to prevent this situation.

In the last episode, Moon Baek completely turns the gun protests in Seoul Plaza upside down and has a final showdown with Lee Do. In the end, Moon Baek is shot and falls into a coma.
