The government is pushing forward with a plan to designate public holidays as 'days of the week' rather than specific dates. The meaning of specific dates such as Children's Day and Memorial Day

There is discussion about designating small public holidays as Mondays and Fridays and making them into 'holidays'. In addition, the rigid break time system will be revised to increase workers' choice of break time, and the salary system centered on monthly wages will be improved.

A weekday public holiday is a method of designating a public holiday as 'the number of the month and the day of the week' rather than a specific date. It is usually designated on a Monday or Friday that is adjacent to a weekend to ensure a long holiday. For example, Children's Day is designated as 'the first Monday in May' rather than 'May 5th'. The weekday public holiday system is being introduced overseas, such as in the United States and Japan.

We are also reviewing institutional improvements to expand the options for break times and to spread diverse pay systems. Currently, under the Labor Standards Act, workers are required to take a 30-minute break after working 4 hours. However, some part-time workers are complaining about the inconvenience of having to wait 30 minutes before going home, even though their working hours are 4 hours. The plan is to reform this overly rigid break time system to expand workers’ options.

We are also working to expand the system so that we can diversify the salary system centered on the monthly salary. Currently, according to the Labor Standards Act, salaries must be paid at least once a month, but most companies in Korea follow the monthly salary system. On the other hand, countries such as the US and Australia provide various methods such as twice a month or weekly salaries to ensure smooth cash flow for employees. A Ministry of Strategy and Finance official said, “The salary system is something that labor and management must agree on,” and added, “We will review methods such as creating a booklet through research and distributing it so that companies can apply it according to their circumstances.”
